On-line requests and inquiries of citizens, including individual entrepreneurs (hereinafter referred to as the “Citizens”) and legal entities addressed to State-owned Foreign Trade Unitary Enterprise “Belspetsvneshtechnika” shall be submitted and considered in accordance with the requirements of the Law of the Republic of Belarus No. 300-З dated July 18, 2011 “Requests and inquiries of citizens and legal entities”

On-line requests and inquiries of citizens, including individual entrepreneurs (hereinafter referred to as the “Citizens”) and legal entities addressed to State-owned Foreign Trade Unitary Enterprise “Belspetsvneshtechnika” shall be submitted and considered in accordance with the requirements of the Law of the Republic of Belarus No. 300-З dated July 18, 2011 “Requests and inquiries of citizens and legal entities”
In compliance with Part one of Item 1 of Article 25 of the Law of the Republic of Belarus dd. July 18, 2011 “Requests and inquiries of citizens and legal entities” (hereinafter referred to as the “Law”), on-line requests and inquiries received by state bodies and other state organizations are subject to be considered according to the procedure stipulated for consideration of written requests and inquiries taking into account the details specified in this Article. On-line requests and inquiries shall comply with the requirements stipulated in Item 1, paragraphs 2-4 of Item 2 or paragraphs 2-5 of Item 3 of Article 12 of the Law. In particular, the general requirement for the requests and inquiries submitted by citizens and legal entities is that the mentioned requests and inquiries shall be in Belarusian or Russian.
In accordance with Article 16 of the Law of the Republic of Belarus dd. July 18, 2011 "Requests and inquiries of citizens and legal entities", the submitter has the right to withdraw its requests and inquiries before they are considered by submitting a written application or submitting an on-line application.
Replies to on-line requests and inquiries as well as submitter’s notifications of their requests and inquiries left without considering, notifications of redirecting on-line requests and inquiries to be considered by the organizations within their competence, stopping correspondence, extending of timelines for on-line requests and inquiries considering shall be emailed to the submitters’ e-mail address specified in the request or inquiry. At the same time, written replies (written notifications) to on-line request or inquiry may be given in the following cases: if a submitter asks for a written reply (written notification) in its on-line request or inquiry; the online request or inquiry does not contain an e-mail address; in case when the decision to submit a written reply (written notification) was made by the head of the state body or state organization responsible for considering on-line requests or inquiries, or by an authorized person.
In accordance with Article 16 of the Law of the Republic of Belarus dd. July 18, 2011 “Requests and inquiries of citizens and legal entities”, the reply of the organization to the request, inquiry or the decision to leave the request or inquiry without consideration can be appealed to a superior organization.
Upon receipt of such an appeal, the superior organization shall check the information contained and in case there are grounds for a positive solution regarding the issues set out in the appeal, it shall consider the appeal or issue a binding order to the relevant organizations that have considered the appeal to fulfill the order on proper resolving the issues, and shall notify the submitter on the event. The organization that received such an order must fulfill it within the timelines specified in the order, but no later than one month, and shall inform the superior organization on the event within three working days as well as send a reply to the submitter.
The reply of the organization to the appeal or the decision to leave the request or inquiry without consideration after making an appeal to a superior organization can be appealed in court according to the procedure stipulated by law.
